Avrupa Komisyonu K\u0131br\u0131s genelindeki sivil toplum \u00f6rg\u00fctlerini (ST\u00d6) desteklemek amac\u0131yla 2.250.000 Euro b\u00fct\u00e7eli bir teklif \u00e7a\u011fr\u0131s\u0131 ba\u015flatt\u0131.<\/strong><\/p>\n\n\n\n

Dokuzuncu K\u0131br\u0131sl\u0131 sivil toplum i\u015f ba\u015f\u0131nda<\/strong><\/em> hibe program\u0131n\u0131n genel amac\u0131, sivil toplumu g\u00fcven, diyalog ve i\u015f birli\u011fini geli\u015ftirme konular\u0131nda desteklemenin yan\u0131 s\u0131ra K\u0131br\u0131s’\u0131n yeniden birle\u015fmesine katk\u0131 sa\u011flayacak projeler arac\u0131l\u0131\u011f\u0131yla Avrupa Birli\u011fi de\u011fer ve standartlar\u0131n\u0131 te\u015fvik etme konusunda desteklemektir. Avrupa Komisyonu 2007\u2019den bu yana Sivil Topluma y\u00f6nelik Teklif \u00c7a\u011fr\u0131lar\u0131 arac\u0131l\u0131\u011f\u0131yla toplamda 17,5 milyon Euro’nun \u00fczerinde hibe tahsis etmi\u015f ve 150’nin \u00fczerinde ST\u00d6, hibe faydalan\u0131c\u0131s\u0131 olarak bu fonlardan yararlanm\u0131\u015ft\u0131r.<\/p>\n\n\n\n

Bu teklif \u00e7a\u011fr\u0131s\u0131, farkl\u0131 \u00f6ncelikler bar\u0131nd\u0131ran d\u00f6rt Lot\u2019tan olu\u015fmaktad\u0131r:<\/p>\n\n\n\n

  1. K\u0131br\u0131s T\u00fcrk toplumundaki (KTt) ST\u00d6’lerin kapasitelerini\u00a0Avrupa Ye\u015fil Mutabakat\u0131<\/strong>\u00a0hedeflerine ula\u015fabilmek amac\u0131yla art\u0131rmak. Bu \u00f6zel hedef, Lot 1 –\u00a0\u00c7evreyle ilgili projelerin<\/strong>\u00a0tahsis edilmesiyle yerine getirilecektir.<\/li>\n\n\n\n
  2. Ada genelinden sivil toplum \u00f6rg\u00fctlerinin y\u00fcr\u00fctece\u011fi g\u00fcven art\u0131r\u0131c\u0131 \u00f6nlemler ve ortak projeler arac\u0131l\u0131\u011f\u0131yla K\u0131br\u0131s toplumlar\u0131 aras\u0131nda diyalog ve i\u015fbirli\u011finin te\u015fvik edilmesi. Bu \u00f6zel hedef, Lot 2 \u2013\u00a0\u0130ki toplumlu g\u00fcven art\u0131r\u0131c\u0131 projelerin<\/strong>\u00a0tahsisi ile yerine getirilecektir.<\/li>\n\n\n\n
  3. K\u0131br\u0131s T\u00fcrk toplumundaki sivil toplumu<\/strong>, karar alma s\u00fcre\u00e7lerine kat\u0131l\u0131m sa\u011flayarak, de\u011fi\u015fimleri etkileyerek ve hem yerel seviyede hem de AB d\u00fczeyinde sekt\u00f6rel ve sekt\u00f6rler aras\u0131 i\u015f birli\u011fini te\u015fvik ederek anlaml\u0131 sosyo-ekonomik de\u011fi\u015fimler ger\u00e7ekle\u015ftirmeye te\u015fvik etmek. Bu \u00f6zel hedef, Lot 3 \u2013\u00a0KTt’de sivil toplumun g\u00fc\u00e7lendirilmesi<\/strong>\u00a0ile yerine getirilecektir.<\/li>\n\n\n\n
  4. AB fonlar\u0131n\u0131n, \u00f6zellikle KTt’de daha \u00f6nce AB hibelerinden yararlanmam\u0131\u015f ST\u00d6’lerin desteklenmesini sa\u011flayacak \u015fekilde \u00e7e\u015fitlendirilmesini te\u015fvik etmek. Bu \u00f6zel hedef Lot 4 \u2013\u00a0\u0130lk kez ba\u015fvuruda bulunan ba\u015fvuru sahipleri<\/strong>\u00a0ile yerine getirilecektir.<\/li>\n<\/ol>\n\n\n\n

    Lot 1 ve Lot 2 i\u00e7in tahsis edilen b\u00fct\u00e7e 500.000 Euro\u2019dur. Ba\u015fvuru sahipleri, Lot 1 ve Lot 2\u2019de 100.000 Euro ile 125.000 Euro aras\u0131nda Avrupa Birli\u011fi (AB) katk\u0131s\u0131 talep edebileceklerdir. Lot 3 i\u00e7in tahsis edilen b\u00fct\u00e7e 950.000 Euro\u2019dur. Ba\u015fvuru sahipleri, Lot 3\u2019de 100.000 Euro ile 200.000 Euro aras\u0131nda AB katk\u0131s\u0131 talep edebileceklerdir. Lot 4 i\u00e7in 300.000 Euro tahsis edilmi\u015ftir. Ba\u015fvuru sahipleri, Lot 4\u2019de 40.000 Euro ile 100.000 Euro aras\u0131nda AB katk\u0131s\u0131 talep edebileceklerdir.<\/p>\n\n\n\n

    B\u00fct\u00fcn Lot’lardaki Avrupa Birli\u011fi katk\u0131s\u0131, sunulacak proje teklifinde belirtilen toplam tutar\u0131n %60 ila %95’ini kar\u015f\u0131layabilecektir. Ba\u015fvuru sahibi ve\/veya e\u015f-ba\u015fvuru sahipleri maliyetin kalan k\u0131sm\u0131n\u0131 e\u015f finansmanla kar\u015f\u0131lamal\u0131d\u0131rlar.<\/p>\n\n\n\n

    Lot 1, Lot 3 ve Lot 4 kapsam\u0131nda \u00f6nerilecek projeler yaln\u0131zca tek bir ba\u015fvuru sahibi taraf\u0131ndan uygulanabilir ve esas ba\u015fvuru sahibinin K\u0131br\u0131s T\u00fcrk toplumunda kay\u0131tl\u0131 olmas\u0131 gerekmektedir. Lot 2 kapsam\u0131nda \u00f6nerilen projeler ise biri K\u0131br\u0131s T\u00fcrk toplumundan, di\u011feri K\u0131br\u0131s Rum toplumundan olmak \u00fczere, en az iki ba\u015fvuru sahibi ile uygulanmal\u0131d\u0131r. Hibe ba\u015fvuru rehberinin uygunluk kriterleri b\u00f6l\u00fcm\u00fcnde ayr\u0131nt\u0131l\u0131 olarak a\u00e7\u0131kland\u0131\u011f\u0131 \u00fczere, ilaveten yer alacak e\u015f ba\u015fvuru sahipleri K\u0131br\u0131s d\u0131\u015f\u0131nda kay\u0131tl\u0131 olabilir. Lot 4 ba\u015fvuru sahiplerinin ge\u00e7mi\u015fte AB hibelerinden yararlanmam\u0131\u015f olmas\u0131 gerekmektedir.<\/p>\n\n\n\n

    Bu Teklif \u00e7a\u011fr\u0131s\u0131 k\u0131s\u0131tl\u0131 bir \u00e7a\u011fr\u0131d\u0131r<\/strong>, bu nedenle ba\u015fvuru sahiplerinin ba\u015flang\u0131\u00e7ta sadece<\/strong> kavram belgelerini<\/strong> sunmalar\u0131 gerekmektedir. Tekliflerin (kavram belgelerinin) son teslim tarihi 22 Temmuz 2024, Br\u00fcksel saatiyle 15:00’tir (K\u0131br\u0131s saatiyle 16:00).<\/p>\n\n\n\n
