Analysis of Legal Texts in effect in the northern part of Cyprus with a view to Freedom of Association

“The analysis of legal texts in effect in the northern part of Cyprus with a view to freedom of association”, is a legal analysis report done in November 2016 by the Civic Space project. 

The purpose of this report is to present the impact of legislation in the northern part of Cyprus on freedom of association, identify existing legal obstacles, and make recommendations for removing these obstacles. To this end, the relevant international legislation has been reviewed, considering the Recommendation adopted in 2007 by the Committee of Ministers of the Council of Europe: CM /Rec (2007)14 and its Explanatory Memorandum 1, as well as the Guidelines on the Freedom of Association, and the European Convention on Human Rights.

The report is divided into four sections. The first section contains definitions of important terms related to associations and foundations in the legal texts in force in the northern part of Cyprus. This is followed by a second section that analyses the provisions of the "constitution" about freedom of association. Relevant "laws" and "legal regulations" are examined in the third section of the report considering international standards, and the fourth section contains the conclusions and recommendations.
